- Samsun Governorship, Turkey, hereinafter called SAMSUN has a leading role in this project.
Governorship of Samsun is the local authority that governs all the public directorates and institutions within its 17 districts. Samsun is one of the thirty provinces in Turkey’s metropolitan status. It is the highest populated province of the Black Sea region with a population of 1,348,542. Samsun, which is the most developed city in the Black Sea Region in terms of education, health, industry, trade, transportation, and economy, is one of the first priority regions in development.All the governmental institutions are working under the administration of the governorship. Our organization is authorized to coordinate, monitor, and cooperate with all the non-profit private business concerns, organizations, and institutions including the provincial directorate of education, culture and tourism, local health, environment, forestry and water affairs, public security, and civil society organizations.Our aim is to publicize and implement the Constitution of the Republic of Turkey, Law, the regulations, and Governmental decisions, conduct the orders and the instructions of the Ministry of Interior, take necessary measures for performing our tasks, coordinate and supervise the general administration and the state affairs, prevent crime, take precautions to safeguard the public order and security in order to deliver the public welfare and happiness and ensure human rights and fundamental rights for each individual within the framework of Ataturk’s principals, rule of Law, democratic, secular and social state of Law. Samsun Governorship is responsible for making actual of law, rules, regulations, and decisions of the Government. It is authorized in conducting these processes and in taking measures. In this sense, it can enact generally. Also, it is responsible for regulating general management and state and controlling of all situations in the province. Our institution is the leader of provincial administration and an organizational structure providing coordination between the region and central of Samsun is administering 1,348,542 residents of the city in terms of Public administration and providing services.There is a project unit within the organization to monitor and manage local and international projects.
- The Science Media Network GmbH (SMN), Germany, will contribute to the project by supporting the technical and administrative management.
SMN operates a certified platform and an online repository that supports collaboration projects. SMN will provide access for all partners to this platform. This includes a project management tool that allows creating tasks and assigning responsibilities, integrates the project Gantt chart, the calendar of meetings, and has online folders for exchange of material, online document editing functions, and messaging services. Moreover, SMN will organize all meetings and events, including the provision of a meeting venue in the black forest. SMN will give access to its conference tools on the platform for the organization of the events. All presentations and material discussed at the meetings will be archived and accessible for at least 10 years. Furthermore, SMN will lead the dissemination and communication activities. As one of those, SMN creates the project website describing the project, the entities and persons involved, and for disseminating the project results. The website will be linked to the repository, which allows sharing and archiving documents under the Open Access idea, i.e. publications, presentations, posters, and videos.

Yves Zieba runs Syntezia (Living Labs), a franchisee of the Energy Living Lab Association. Energy Living Lab at HES-SO is an ENoLL Member.With Syntezia Living Labs, Yves Zieba applies the Living Lab methodologies to Energy, Environment and Mobility programs with the following domain areas: new space economy, smart grids, converting sunlight, off-grid access to electricity, carbon capture, sustainable biofuels,clean energy materials, affordable heating and cooling of buildings (HVAC), renewable and clean hydrogen.He provides expertise, innovation papers and workshops using living lab methodologies, i.e. co-creation, design thinking, stakeholder management, business models and governance.

Digitalisation is everywhere and also local governance has to have answers to the increased demand of their residence regarding streamlined and digitalized processes for higher residence satisfaction, at lower costs, and faster processing cycles.
- EKODENGE Mühendislik, Mimarlık, Danışmanlık Ticaret A.Ş.,
Turkey, (hereinafter Ekodenge) (http://www.ekodenge.com) is an engineering, architecture and consultancy SME with a focus on research and development activities on sustainable technologies at national, European and international markets. It was founded in 1996 to provide services about sustainable and energy-efficient building design, sustainable environmental technologies, and information technologies. With its innovative, cost-effective, and applicable solutions, the company’s vision is to minimise the environmental burden of the studied domain with holistic life cycle thinking.Ekodenge has been working in sustainable and energy-efficient buildings for the last 15 years with a team of architects and engineers. In recent years, Ekodenge has developed a building energy management platform called Ekobina, which has energy simulation and control optimization capabilities. In existing management systems, the control decisions are based on instantaneous parameters like return temperatures and there is no building-specific modeling and energy optimization of different components with future weather forecasts. With these capabilities, Ekobina+ can provide next-generation energy management for buildings and improved indoor air quality (healthy environment).
- Başakşehir Living Lab (living lab, Turkey), will contribute with their expertise on developing and running a living lab. They provide advice on the development of the project in an observer role and as a member of the Project’s advisory committee.
- Yeşilırmak Elektrik Dağıtım Anonim Şirketi (YEDAŞ, Turkey), is an electricity distribution company, servicing of up to 34.5 kV to its subscribers in Samsun, Çorum, Ordu, Amasya, and Sinop provinces, whose number of inhabitants is 1.8 million. YEDAŞ will be an observer in the SAFE project.
